I recall someone telling me not to treat phase as the same as time delay. Is there any truth to that?

They really are two distinct concepts, however time delay can be characterized by it's effect on the system's phase since a time delay does not change the magnitude of the open loop bode plot, it just adds additional phase lag as a function of frequency.
