Is there a MATLAB command that produces the streamline and vector plots like those shown in the beginning of lecture?

Yes. On the CDS101/110 web page under Lecture 3.1, there are a few MATLAB scripts at the bottom of the page.

Additionally, another useful tool is called "pplane.m," which is a handy user-interface for generating phase and vector plots, with all the bells and whistles one could ask for. They can be downloaded at http://math.rice.edu/~dfield/.
