Fix FAQ add functionality

Action (RMM): Fix up FAQ script - The FAQ script that we were using broken when we upgraded to the full version of MediaWiki v1.5 (it worked in rc2). This needs to be upgraded and installed as a standard extension (instead of hacking directly into the source code for MediaWiki).

Workaround: FAQ pages can still be created by hand. Rough guidelines:

  • Title should be "FAQ: question"
  • Make sure to put the page in the proper category (Category: topic area FAQ)
